This is a loss of time and hard work, the way we do it in Poland is a bit diferent, you put insolation on the ground, nail the pipes 1/2

Heated floors aren't that expensive, unless you do them this way. Staple the pipes to plywood subfloor. Reasonably cheap.

Also, ply wood is rarely ever used for sub floor because of its cost. Typically use 3/4” OSB (oriented strand board. Looks like wood chips).

They have cheap kits, just roll out mats to fit different sizes and put a level coat over it before putting your flooring down.

Electric heated floors are not that bad and it is way more efficient then hvac. Saves a ton of electricity and heats everything above them

It depends if you have gas or electric heat. If you have gas heat the cost isn’t as expensive, but if you have electric heat it can get $$$.
